Eliminator current leak?

I have a Eliminator on my 1990 Nonsuch 33. The ser. no.: 2332. When all elect. loads have been turned off, there is still a 0.2 - 0.4 amps current flowing in the current. What are the diagnostics to perform to determine what is wrong with the unit? Can these units normally be repaired?

Typical power into the Eliminator with output disconnected is 0.03 A.

If the current leakage is 10x what it should be, I assume the unit is failing. Are there any replaceable components inside? Can it be repaired if I return it to you?

How did you measure the draw?
