Missing Part? SAR V3

I recently cleaned up the installation of the Smart Alternator Regulator - V3 and discovered a small, about 1/8 x 1/4 x 3/8", black plastic block, brass contacts inside, lying under the SAR V3. It seems to be able to slip over the posts or terminals marked P1 and P3 on the circuit board, which are both bare at this point.
My questions are: does this block belong on one or the other of terminals P1 or P3 (which?) and/or should there be a second small plastic block to fit over the other terminal?

Those are jumpers which are used to activate current limiting and equalization. More information is in the manual.

So there should be a jumper on both P1 and P3, correct?
