SRV3 jumping to float too soon

Good morning:
I am having problems with my regulator jumping to "float" way before it should.

this morning we began charging our 440 Ah AGM bank with -89Ah down. The charging began at 70a, 14.3-14.5V, after 15minutes the voltage dropped to 13.5V and the regulator dropped down to float and reduced the rate to 1.5Amps. The battery monitor still displayed -60 Ah. the regulator is set for Ample Gel per your suggestion and the indicator light showed the regulator was in float. To be sure the regulator hadn't failed, I installed my back up regulator and achieved the same results.

Prior to this I had motored all day and the batteries were fully charged.

The regulator is doing exactly what it should do -- trip to float when the batteries are already full.
