Next Step high voltage

I worked on a boat with fried house batteries. The owner had the connections on the batteries loose and they got hot so we changed out the batteries. After changing out the batteries the alt put out 18 volts. When I told the owner this he said his knotmeter had shut off with his old batteries because of high voltage. The next day I ran the engine again and the alt acted normal at 13.6 output with the new batteries. The starting battery seems fine, charging at 13.6 volts.

Any ideas what could cause such high output?

With loose connections it's amazing that the alternator and regulator aren't fried.

Rapid on/off application of power to the regulator would most certainly confuse it.
