Next regulator abnormal behavior

With the engine off he batteries were at 12.4 volts. With the engine running, the voltage went up to 15.4, and the green dyode is permanently ON.
By disconnecting the T+ wire, voltage dropped at 14.7 that is a bit higher than the 14,4 specified in the manual. Temperature is abou 7 degrees (Centigrades, I'm sorry)
Is an adjustment needed? Or the green light permanently on and the high voltage are due to a mulfunction of the regulator? The regulator was exposed to infiltration of rainwater

The far left LED indicates when the field is on. If that is the LED that is on, then the alternator is being full fielded and that will fry the batteries.
