Won't stay on float charge

My Next Step regulator seems to be doing what it's supposed to do for the first two hours or so. My voltmeter shows 13.8 volts for an hour or so, then goes to about 13 volts for another hour. Then it drops to about 12.5 and starts discharging the battery bank. If I shut off the engine and restart, it repeats the cycle, which seems to be the only way to keep my house bank charged. I don't seem to be able to find anything in the other posts that addresses this. How do I tell the regulator to stay on float? Shouldn't the float charge either stay on, and if not, then shouldn't it turn back on?

What does the error LED show?
