solenoid

What are the perameters for the system to engage the second bank (starting battery)? I have had this system for several years.
The second bank is always being charged but I am not sure there is ever a load put on it.
I have 2 AGM31 for the house and 1 AGM27 a starting battery wired as per instructions, I think.

The manual says that the parallel signal is "a grounding signal that is asserted after 30 seconds and when the regulator detects that the house battery is being charged."

It remains asserted as long as the house battery is being charged.

That didn't really answer my question.
What will cause the solenoid to close to engage the starting battery?

Sorry, but I don't understand the question. What do mean by "engage" the starter battery?

The parallel output signal on the regulator activates the solenoid to connect the starter battery to the house battery.

Is the parallel switch supposed to close the solenoid anytime the engine start switch is closed or does the house battery have to be at a low voltage?
Sorry if I haven't made my question clear. I'm just not sure if it works properly and do not know how to test it.

The parallel solenoid should close 30 seconds after the the ignition switch is activated AND the house battery is charging.
