Regulator charging at 17V

When the ignition key is on, the batteries are being charged at 17 volts.
The Red indicator light does not come on.
The green indicator light flashes 1 sec on/1 sec off.
The alternator is high output and is working properly (was tested)
I took the voltage measurements that are in the attached chart.

Any ideas? Where do I look next, or is the regulator toast?

Nothing appears to be at fault with the regulator.

Is there an internal regulator in the alternator?

No internal regulator.

What alternator is it?

Do you have a battery selector switch in the circuit?
