17.6v when alternator is charging

Downloaded troubleshooting, status is 3on 3off=ON/Off Inputs, off. error shows 6on 6 off=bad temp sensor.all voltages are correct for table with the exception of starting engine and the voltage goes from 13.4v to 17.6v in about 15 seconds. The part # is NS2-1-1.1-20070831003 options are BC. Field light is on at key on and running, parallel light is off always and solinoid has power thru all the time. Is the regulator bad as we think?

Have you checked the voltage settings at the test points? Perhaps the regulator is set for 24 Volts?

No they are set for 12v. Absorption 14.4 float 13.6

It looks like a regulator failure of some sort.
