Isolator eliminator

Dear Sir
Working on a vessel with starting bank and housebank.
One isolator eliminator, one alternator 105amps, internally regulated. system was running for several years.
no problem charging the housebank to 14.4v( alternator wired direct into it), but can not get the starting battery to be charged.All wiring on the eliminator seem to be correctly wired, all 3 fuses are good. house bank voltage between1-2 and 1-6, starting batt voltage between 2-1 and 1-6.
Paperwork tells me to ask for a troubleshooting guide,is it avail? or can you let me know what to look for?
Also, Eliminator is wired with 12 gauge wire and 15 amp fuse. I assume max charge trough eliminator is then 15 amps?

Please provide measurements of all terminals, including those with no wires attached.

At rest, ac-charger off
Between 1-6 and
1-2 = 12.90
1-7 = 12.90
1-8 = 12.90
1-9 = 2.92
2-1 = 13.30
2-4 = 4.51
2-6 = 4.51
2-7 = 13.30
2-9 = 11.27
With engine/alternator running at idle
Between 1-6 and
1-2 = 13.95
1-7 = 13.95
1-8 = 13.95
1-9 = 2.93
2-1 = 13.20
2-4 = 4.53
2-6 = 4.53
2-7 = 13.20
2-9 = 12.43

Voltage goes into 1-1 and out on 2-1. You do have output. Maybe there is a load on the starter battery. The only connection to the starter battery, other than the Eliminator, is the starter itself.

The 15A fuse is there to protect wires. The Eliminator is current limited at 5A.

The Eliminator is working.
