No LED's lit and overcharging

My 32V Next Step regulator is over charging (44V and climbing). Seems to be at a constant 25 A, but I'm not sure.
There are NO LED's lit -

I removed the fuse to the Field to stop the over charging, and started checking the voltages, but the boat is out of the water now for some work.
What should I do next?

If there are no LED's illuminated, then it has no power, or it's failed and will need to be repaired.
