The green LED is telling you that there is no "ON" voltage, TB1-5.

Coulomb - Sorry but I am more of a mechanical type guy. Are you saying the regulator it is working properly but since the batteries are charged the alternator field is not excited, meaning the regulator is doing it's job and not overcharging the batteries? If it's not working correctly what and how should I test to find the issue? I can disconnect from shore power and drain the batteries some if necessary

You need to tell the regulator to start regulating by applying battery voltage to TB1-5. Typically this is done through the ignition switch or a oil pressure switch.
