Inverter/charger out of control

I have a Next Step Regulator on my Boat that controls the alternator's charging rate to the battery bank. I also have an older Heart inverter/ charger hookup to charge the battery bank from shore power While I understand the basic operational plan behind the "Next Step" I have no infromation on the method of charge control being done by the Heart charger. I suspect that there is no control and that it is damaging my batteries! True or false? What is the best way to handle the inverter /charger's Voltage and and rate of charge?

Your question would best be answered by someone with more technical experience regarding older Heart inverter/chargers. We don't know how to control them other than unplugging them.

We have heard that if they get hot they may suddenly start producing 15+ Volts.
